Replace PageTitleStrip with ActionBar-Alternatives?

Action Bar navigation modes are deprecated. Other resources suggest to use PageTitleStrip to achieve lateral navigation between different tabs. However, PageTitleStrip does not achieve the same effect as adding tabs in the Action Bar. While using PageTitleStrip, the "tabs" also swipe and do not stay in their original position. Is there a way to keep the tabs static while swiping between the content of different tabs?
