IE9 manage add-ons popup screen and Toolbars Issues

EVERTIME I log on IE9, a "Manage Add-Ons" screen pops up. I have OS Vista Home Premium 32 bits.

Also, I can not see the Google toolbar and BingBar toolbar when both have been installed and I go to View - Toolbars.

Hope someone can HELP ME.

I see that Manage add-ons window pop up every time you launch Internet Explorer also the toolbars are not visible.

When you say “cannot see Google toolbar and BingBar toolbar" are you not able to see it under manage add-ons windows program and features windows?

Method 1:

Step 1:

Boot the computer in safe mode and check for the issue.

Some options, such as safe mode, start Windows in a limited state, where only the bare essentials are started. If a problem doesn't reappear when you start in safe mode, you can eliminate the default settings and basic device drivers and services as possible causes.

Step 2:

Place the computer in clean boot and check if the issue persists.

To help troubleshoot error messages and other issues, you can start Windows 7 by using a minimal set of drivers and startup programs. This kind of startup is known as a "clean boot." A clean boot helps eliminate software conflicts.

Note: After troubleshooting, make sure to put the computer to start as usual as mentioned in Step 3 from the above provided KB article.

Method 2:

If the issue persists then try to uninstall and reinstallBing toolbar and Google toolbar and check.

Method 3:

I would suggest running a full scan with your anti-virus/anti-malware software and see if you find anything. If needed you can also use the Microsoft Safety Scanner:
